Project Overview
Project Name: Kita Solar PV Project
Location: Kita Region, Republic of Mali, West Africa
Capacity: 50MW Ground-mounted Solar PV Plant
Project Duration: November 2023 – January 2024
Financing Institutions: World Bank, African Development Bank
Market Segment: Delayed Development Market
Core Challenges: The Delayed Development Dilemma
Delayed development markets present three distinctive characteristics that create significant execution challenges.
Political Instability: During Mali's military government period, frequent policy shifts create high uncertainty in project approval and contract execution.EPC contractors universally adopt "zero inventory" strategies, refusing advance procurement to mitigate political risks.
Unpredictable Financing Timeline: Project funding depends entirely on international development institutions with virtually zero local capital reserves. Project advancement hinges not on market demand but on funding approval schedules. rendering traditional inventory models ineffective.
Weak Grid Infrastructure: Mali's inadequate power transmission infrastructure severely limits grid connection capacity in many regions, further compressing EPC budget margins and forcing extreme optimization of cable BOM costs.
Client Dilemma: The Funding-Delivery Window Conflict
In November 2023, the project EPC procurement team received financing approval notice with stringent timing clauses: all major equipment must arrive at Dakar Port by January 31, 2024, or face funding withdrawal.
The client's core requirements manifest across four dimensions:
Certainty: Accepting only confirmed orders, rejecting speculative early-stage engagement
Expedited Delivery: 60-day financing window requiring compression of traditional supply chain cycles
Regulatory Compliance: Mandatory adherence to EU standards with TÜV certification as non-negotiable threshold
Cost Optimization: International financing audit clauses strictly locking budgets, requiring compliant yet cost-optimized solutions
Solution: Three-Tier Cable Supply System
We engineered differentiated cable supply solutions for Kita Project's distinct application scenarios.
DC Side: H1Z2Z2-K Solar Cable
Application: PV module to inverter DC connections in semi-desert environment with summer surface temperatures reaching 70°C, intense UV radiation, and frequent sandstorms.
Product Specifications: H1Z2Z2-K Solar Cable compliant with EN 50618 standard, holding TÜV Certificate B 126326 0001 Rev.00 and UL4703 Certification (UL File No. E552397).
Size Configuration: 6mm² as primary specification (approximately 70% of project), balancing cost and line losses; 4mm² for short-distance string connections; 10mm² for long-distance or high-current loops.
Technical Characteristics: Tinned copper conductors resisting oxidation in high-humidity environments; XLPO insulation and sheathing with temperature range -40°C to 90°C; Low Smoke Zero Halogen properties reducing fire risks.
Selection Rationale: Compared to standard PV1-F cables, H1Z2Z2-K undergoes more rigorous TÜV certification testing including 3,000-hour high-temperature aging at 150°C, abrasion resistance, and mechanical strength testing, ensuring long-term reliability in weak-grid environments where maintenance teams cannot frequently access sites, translating to lower lifecycle OPEX.

AC Low-Voltage Side: Aluminum and Copper Conductor Hybrid Strategy
Application: Inverter to step-up transformer low-voltage connections requiring strict cost control while maintaining performance.
Solution Design:
For short-distance main runs from inverter output to combiner boxes, we recommend NA2XY aluminum conductor XLPE cable, four-core construction, 35mm² cross-section, achieving approximately 38% cost reduction versus equivalent copper YJV cable while satisfying IEC 60502 ampacity requirements.
For connection points Requiring High Flexibility: Inverter internal jumpers or narrow cable tray sections retain YJV copper conductor cable as localized supplementation, with cross-section controlled within 16mm², prioritizing installation convenience.
Ultimately, approximately 85% of the project's low-voltage AC side adopted aluminum conductor solutions, reducing overall cable costs by 32% compared to all-copper designs.
Medium-Voltage Grid Connection: Differentiated Armoring Design
Application: Step-up transformer to grid connection point with both direct burial and conduit installation, facing rough construction conditions.
Solution Design:
For direct burial sections traversing desert and agricultural land, we specify NA2XSY steel wire armored cable, 24kV voltage class, 120mm² cross-section, with double-layer galvanized steel tape armoring providing compression resistance and protection against soil settlement.
For conduit installation Sections Approaching Substations: Transition to NA2XS2Y non-armored construction, 185mm² cross-section, with armoring removal reducing weight by approximately 25% to facilitate pulling through narrow conduits; larger cross-section compensates for relatively poorer heat dissipation conditions in conduit installation.
All medium-voltage cables simultaneously hold UL1072 Certification, satisfying potential North American investor due diligence requirements.
35-Day Rapid Response Mechanism
Facing rigid deadlines—order confirmation in early December, mandatory arrival at Dakar Port by January 31—we established targeted delivery assurance systems.
Pre-Certified Inventory Mechanism: Factory maintains year-round reserves of TÜV and UL-certified bare copper conductors, aluminum rods, and insulation materials using "semi-finished preparation" model, avoiding capital occupation risks while enabling production commencement within 3 days of order confirmation.
Modular Parallel Production: Three dedicated production lines for H1Z2Z2-K Solar Cable (6mm² primary), NA2XY Low-Voltage Cable (35mm² and 70mm²), and NA2XSY Medium-Voltage Cable (120mm²), with online inspection at critical processes preventing final inspection delays.
Logistics Priority Channel: Coordinated Shenzhen Port to Dakar priority vessel space, 40HQ full container direct shipping, with advance preparation of Senegal customs-compliant certificates of origin and packing lists, plus full logistics tracking system transparency for clients.
Actual Achievement: Cargo arrived at Dakar Port on January 26, five days ahead of contractual deadline, reserving buffer time for customs clearance and inland transport to Mali border.
Compliance Support: Certification and Traceability System
For international development Bank-financed projects with stringent audit requirements, we provide comprehensive compliance support.
Certification Documentation Package: Original TÜV Certificate B 126326 0001 Rev.00, UL4703 File E552397 and UL1072 Certification notarized copies, plus factory inspection reports for each batch.
Batch Traceability System: Each cable drum carries unique laser-etched serial number, linked to raw material heat numbers, extrusion process parameters, and test reports, supporting ten-year quality traceability with capability to locate specific production batches within 24 hours.
Third-Party Inspection Cooperation: Proactive coordination with client-appointed SGS pre-shipment inspection, with factory laboratory access for sampling and testing.
Project Results and Model Validation
Kita Solar Project successfully grid-connected in Q2 2024, with 50MW capacity becoming Mali's largest single solar PV plant at that time.
Our cable supply generated zero batch quality disputes or delivery delays, with EPC's project summary evaluating this segment as "low-risk, high-response."
Based on this project experience, we distilled three core principles for serving delayed development markets: No engagement with unfunded projects, No advance inventory preparation, No over-engineering. These principles have been directly applied to subsequent projects including Senegal 30MW and Burkina Faso 15MW distributed plants.
