In 2024, we partnered with the project team of the Federated States of Micronesia’s Sustainable Road Infrastructure and Investment Restoration Program, a key initiative supported by international investment to improve the country’s aging road network and enhance climate resilience. As a core participant in the project’s electrical support segment, our task was to provide high-quality, compliant cables that could withstand Micronesia’s harsh tropical climate and meet the strict safety standards of infrastructure projects. The project, spanning multiple urban and rural road sections across Micronesia, required reliable cables for power transmission, road lighting, and signal systems—demands that led the client to choose our Medium Voltage Cable, SWA Cable, and Orange Circular Cable after a rigorous selection process. This case study details how we addressed the client’s pain points, leveraged our strengths, and delivered results that exceeded expectations.
1. Challenges Facing Micronesia’s Road Infrastructure
Micronesia, a Pacific island nation with scattered islands and a tropical marine climate, has long struggled with outdated road infrastructure. The Sustainable Road Infrastructure and Investment Restoration Program, launched in early 2024, aimed to renovate over 120 kilometers of roads, upgrade traffic signal systems, and install new street lighting to improve safety and connectivity. However, the project faced significant challenges in sourcing electrical cables—issues that threatened to delay progress and compromise quality.
The client’s key pain points included four critical areas. First, the harsh environmental conditions: high humidity, frequent rainfall, and occasional typhoons required cables with strong corrosion resistance, waterproof performance, and mechanical durability. Second, compliance requirements: as Micronesia aligns its electrical standards with Oceania’s regulations, the cables needed to hold valid SAA certification to pass customs inspection and meet local safety norms. Third, supply efficiency: the project had tight timelines, and the client could not afford delays in cable delivery, which would disrupt the entire construction schedule. Fourth, product variety: the project required different types of cables for different scenarios, and the client wanted to avoid working with multiple suppliers to reduce coordination costs and ensure consistency in quality.
Before contacting us, the client had considered several cable suppliers but encountered drawbacks: some lacked SAA certification, making their products unable to clear customs; others had limited product variety, requiring the client to source from multiple vendors; and a few offered subpar quality that could not withstand Micronesia’s climate. The client’s core demand was clear: a single supplier with SAA-certified, high-quality cables, a complete product range, and efficient delivery capabilities.
2. Matching Cables to Project Needs
After learning about the client’s needs, our team conducted a detailed analysis of the project’s requirements, including the specific scenarios where each cable would be used, the environmental conditions of each construction site, and the safety standards that must be met. We then proposed a customized solution centered on three core cables, each selected for its unique advantages that addressed the client’s pain points.
The first key product was our Medium Voltage Cable, specifically designed for the project’s power transmission needs. We provided two main specifications: 11kV 3-core 50mm² and 33kV 3-core 120mm², both with XLPE insulation and copper conductors. Unlike ordinary medium-voltage cables, our product uses high-quality XLPE insulation that offers better heat resistance (operating temperature up to 90°C) and electrical conductivity, ensuring stable power transmission even in high-humidity environments. The copper conductors, stranded for flexibility, are corrosion-resistant and have low DC resistance, reducing energy loss—a critical advantage for a project focused on sustainability. The client chose this cable over alternatives because it combined durability, efficiency, and compliance, eliminating the risk of power outages that could delay road construction.
The second product was the SWA Cable (Steel Wire Armoured Cable), used primarily for underground and outdoor power distribution along the road sections. We supplied 4-core 16mm² and 3-core 50mm² SWA Cables with PVC sheaths and galvanized steel wire armouring. The key difference between SWA Cable and unarmoured cables is the additional galvanized steel layer, which provides strong mechanical protection against compression, impact, and rodent damage—essential for underground installations in Micronesia’s soil conditions. Ordinary unarmoured cables would be prone to damage from construction machinery or environmental factors, leading to costly repairs and delays. Our SWA Cable’s robust structure also makes it suitable for outdoor use, withstanding heavy rainfall and UV radiation without degradation.
The third product was the Orange Circular Cable, selected for road lighting and traffic signal systems. We provided 2-core 2.5mm² and 4-core 4mm² specifications, featuring a high-visibility orange PVC sheath and excellent insulation performance. The orange color enhances visibility during construction and maintenance, reducing the risk of accidents—a safety feature that aligned with the project’s focus on worker safety. Unlike standard cables with plain sheaths, the Orange Circular Cable’s design simplifies installation in narrow spaces and complex wiring systems, saving time and labor costs for the client. Its waterproof and flame-retardant properties also make it ideal for outdoor use in Micronesia’s rainy climate.

In addition to the product selection, we emphasized our competitive cable price—a key factor that helped the client stay within their project budget. Our pricing was balanced with superior quality and compliance, ensuring the client received value without compromising on safety or performance. We were able to offer competitive pricing due to our mature production lines and direct export capabilities, eliminating middlemen and reducing additional costs.
3. SAA Certification and Strict Quality Control
For the Micronesian project, compliance with local safety standards was non-negotiable—and our SAA certification was a decisive advantage. SAA certification, the most authoritative safety certification in Oceania, is effectively mandatory for electrical products exported to the region, as uncertified products cannot pass customs inspection or meet local safety requirements. All our cables, including the Medium Voltage Cable, SWA Cable, and Orange Circular Cable, hold valid SAA certification (along with C-tick certification for electromagnetic compatibility), ensuring they fully meet Australia and Oceania’s AS/NZS standards. This eliminated the client’s biggest concern: the risk of customs delays or product rejection due to non-compliance.

Beyond certification, we implemented strict quality control measures throughout the production process to ensure consistency and reliability. Each batch of cables underwent rigorous testing, including insulation resistance testing, voltage withstand testing, and mechanical strength testing, to ensure they could withstand Micronesia’s harsh climate and heavy usage. We also conducted pre-shipment inspections, providing the client with detailed test reports to confirm product quality. This commitment to quality gave the client confidence that our cables would perform reliably over the long term, reducing maintenance costs and ensuring the project’s sustainability.
4. Accelerating Project Progress
Understanding the client’s urgency to avoid project delays, we prioritized efficient delivery without compromising quality. Leveraging our mature supply chain and professional logistics team, we streamlined the production and shipping process to shorten the delivery cycle significantly. We maintained close communication with the client throughout, providing real-time updates on production progress and shipping status, so they could plan construction schedules accordingly.
Despite the long distance from China to Micronesia and potential logistics challenges, we ensured that the cables arrived on site quickly—much faster than the client’s initial expectations. We used reliable shipping partners with experience in Pacific island exports, minimizing the risk of delays due to customs or transportation issues. The client was impressed by our ability to deliver high-quality, certified cables in a timely manner, which kept the road infrastructure project on track and avoided costly downtime.
5. Reliable Cables Powering Infrastructure Success
By the end of 2024, the first phase of Micronesia’s Sustainable Road Infrastructure and Investment Restoration Program was completed successfully, with our cables playing a critical role in its success. The Medium Voltage Cable ensured stable power transmission to all road sections, supporting the operation of street lighting and traffic signals. The SWA Cable performed exceptionally well in underground installations, with no cases of damage or power outages due to mechanical or environmental factors. The Orange Circular Cable simplified installation and improved safety, reducing maintenance time and costs.
The project’s success was evident in improved road safety, reduced traffic congestion, and enhanced connectivity between communities. The client reported that our cables exceeded their expectations in terms of durability and performance, even in the harshest tropical conditions. The use of a single supplier for all cable needs also simplified coordination, reduced costs, and ensured consistent quality across the project.
